how does someone find out who owns someland you'd like to place a GEOcache on ?
it's a wooded area inside the city limits with plenty of cache clearance.

? when you set out a new cache, do you get to claim it as a log like any other cache ?

When you place a cache, you will get credit for placing it but it does not count toward your finds.
