Challenge Caches: Why are there so few?

I counted 38 challenge caches out of 390 question marks the search returned. Why are there so few challenges? What creates the fun and excitement in geo caching? Finding another png, yes sometimes thats fun. Another almost empty long forgotten ammo can, well the walk did me some good. Another lock n lock box with a soogy log, I will put in a new dry one that will help. Another puzzle I dont understand, I will get back to later. Or a good old fashion challenge, yeah thats what I'm talking about. So tell me what makes you want to get off your couch, out of your chair, turn off the tv and go outside an hunt for a cache?

I like the Challenge Caches because they give me goals to reach. Goals keep me interested in this sport/game we call Geocaching.

1-I really like caches that get to unique place that I otherwise would never go. http://arkgeocaching.org/images/smilies/icon_smile.gif
2-I like challenges that are get you out and learn something.
3-I do not like the challenges that give advantages to long time cachers. Therefore I made my terrain challenge with with multiple options, which BTW is now very easy achievable since there are many more qualifying caches.
4-I like puzzles with instructions. I know my snowlight puzzle seem to be too hard, but it has proper instructionshttp://arkgeocaching.org/images/smilies/icon_cool.gif. Just think of what puzzle/cipher would be appropriate for the Presidential library.http://arkgeocaching.org/images/smilies/icon_wink.gif
5-I like to meet with and hear stories from other cachers.

    The answer is quite simple.
    .
The geocaching decision makers do not like challenges and coming up with striker requirements.
    .
The only beneficiaries are the old timers that basically have done all possible challenges and can log any challenge without any further effort. Even a challenge to go and find ONE cache after this one is posted does not qualify anymore. Subsequently, by doing so any challenge that requires finding of caches will be UNFAIR to new cachers, which actually have to go and find some (even one) while others just log the challenge and brag about their #####+ finds. Somehow streaks are still allowed for I guess personnel preferences of somebody.
    .
I am heaving a very hard time to make up an new challenge that is fair for new and old cachers.
