I was told by some experienced geocachers that I could find a full list of Arkansas geocachers by name, contact info, and username. I've searched through a lot of threads, but cannot seem to find it.

If anyone could help me out and send a link my way, I would be very appreciative.

I created an account here, but I assume you are talking about a paid membership for ArkGeo - in which case, no, not yet.

I was told about the list by Steal Your Cache and the-snowlight.

It is free to become a voting member (Just visit http://arkgeocaching.org/voting_booth.php?do=register) , but that still doesn't get you a list of membership information.

I went ahead and registered for voting, thanks.
Don't know where I can find it, I guess I will have to ask Michael when I see him next.

Does anyone know how to get notifications sent to my phone as text?

For example: I have notifications set up to email me upon the publishing of a cache, but Steal Your Cache also told me he has text notifications for these alerts, but forgot how to set it up.
That would be very convenient, and I have looked around my geo profile and settings, but have not found it yet. If anyone knows how to set up text notifications, let me know!

There is a list that a member keeps up with however, he just left for Colorado. Let talk with him and see about getting it put somewhere that can be accessed.

I'm in Colorado, but continue working on the Phone a Friend list. It is not a list of the active Ark Geo members, just those who wish to participate in the PAF list. Look in the Forum under Arkansas Geocaching then the 2011 PAF list. Follow the instructions to populate the form for the list. Once done, we can send you the link to the full spreadsheet. Most of the people on the list are quite active across the state and will answer calls about caches they own or have found. Good luck. SJC..

I don't mind maintaining the PAF (which can be done in Timbuktu) because it will keep me connected to some degree to the organization, if that's a reasonable thought?

As a matter of fact... GC239N5 - Dessert Place (http://www.geocaching.com/seek/cache_details.aspx?wp=GC239N5) Placed 01/24/2010, and the FTF is STILL available!!

One of only 8 caches in Mali. GC28HQX - Chute de Felou (http://www.geocaching.com/seek/cache_details.aspx?guid=29ac2561-4282-4ada-a233-cf53a66cb7b0) placed in 2009 has also never been found.
