They do it on purpose,you have to be a rocket scientist to figure it out.
It mainly say the new accuracy will be within centimeters for handheld GPS'S.

When will that happen? Will we have to buy new GPSr's?

It already happened,you do not need a new GPS'r.
You have that type accuracy with WASS.
It is that all do not use it for some reason or another.
So that is what puts in the errors,as well a tree cover,cliffs,buildings,ect.
